Our Expertise

In 1986, mobile home industry veterans James Joffe and Bill Hanks partnered to form J & H Asset Property Management, Inc. in Orange County, California. Since then, J & H has steadily grown to become one of the leading property managers in the manufactured housing industry, and now manages more than 160 properties throughout the Western United States.

Over the years, Joffe has continued to ensure that the J & H team provides best-in-class, customized professional services tailored to the needs of each client and property. The company has deep experience in all aspects of operation for manufactured home communities, mobile home parks, RV parks and resorts, and apartments.

The company and team members are also heavily involved in numerous industry organizations, including the Western Manufactured Housing Communities Association (WMA), Manufactured Housing Educational Trust (MHET), and California Manufactured Housing Institute (CMHI), among others.

Key Executives

James Joffe, President and Principal of J & H
Has an extensive background in working with utility systems, rent control ordinances, and lease negotiations. He has been president of the Board of Directors for the Western Manufactured Housing Communities Association (WMA) and has served on numerous advisory boards for the industry. A frequent speaker at many of the industry’s seminars, Jim has been recognized with multiple awards for his contributions to the industry. He also has chaired the WMA Small Parks Committee and has served on the Legislative and Renaissance Committees. Jim is a Licensed Real Estate Agent and Licensed Mobile Home Dealer.

Thomas Pacelli, Partner and Vice President of Operations
Has been with J & H since 2008. Thomas is a certified Property Manager and licensed California Real Estate Broker, overseeing the day-to-day operations and the entire property management department at J & H. He has extensive experience in Fair Housing, Mobile Home Residency Law, Title 25 compliance, and employee and tenant relations. Thomas ensures all properties are in compliance with new and existing laws and regulations, as well as proper drafting and servicing of legal notices, the care of warehouse lien process, and approving and denying tenant applications. Thomas has been a speaker at Western Manufactured Housing Communities Association (WMA) seminars and conventions and serves on the Board of the Manufactured Housing Education Trust (MHET).

Tiffany Joffe, Partner and Vice President.
Has been with J & H since 2004. Tiffany received her bachelor’s degree in psychology from California State University, Long Beach, as well as a Human Resources Management Certificate from the University of California, Irvine. She is responsible for Liability/Property and Workers’ Compensation Insurance for all properties, ensuring that all clients receive the best options and coverage to suit the specific needs of their properties. Tiffany stays current on all labor laws and how they apply to the properties that J & H manages. She also oversees client training, OSHA compliance, and risk management.
