Since then, J & H has realized steady growth year after year because of the dedication James, Bill and the staff has had meeting the needs of our clients. We have a team of certified professional management and staff dedicated to serving our clients. At J & H we use our experience and up-to-date training to develop a strategic business plan and marketing program for each of our properties. With J & H there is no “generic” package of services. Together we design a package to meet your goals.
After 25 years, James and Bill purchased a beautiful building in Yorba Linda where we are now able to host many industry events, seminars and community meetings. Our on-site managers come together for training classes and many client community owners can find a comfortable meeting room whenever needed.
Home Quest is the manufactured and mobile home sales division of J & H Asset Property Mgt., Inc. Home Quest was established in 1998 and specializes in not only the sales of used homes, but is an authorized dealer of new homes from a number of national and local manufacturers. Through our network of licensed sales agents, including some of our on-site managers along with full time agents, we assist our residents with the purchase and sale of their homes. We also assist our client community owners with the design, selection, installation and sale of new homes in those communities, thus not only upgrading the communities, but also aiding in attracting quality residents. Increasing property values by filling vacancies is one of the main goals of Home Quest.
Park Brokerage – J & H Asset Property Mgt., Inc. is a licensed California real estate broker and operates a community brokerage division. We assist our client community owners and others with the purchase and sale of their communities. With our extensive experience in the management and operation of manufactured home communities we are uniquely qualified to assist our clients in the accurate evaluation of parks for sale. We have the ability to determine potential upside and evaluate realistically any future capital improvement requirements.

James Joffe, President and Principal of J & H Asset Property Mgt., Inc., has an extensive background in working with utility systems, rent control ordinances and lease negotiations. He spearheads new growth in acquiring properties to manage. James has served as president of the Board of Directors for the Western Manufactured Housing Communities Association (WMA), as well as serving many terms on advisory boards for the mobile home park industry. He is a featured speaker and presenter at many of the industry’s teaching seminars and events throughout California and frequently contributes articles in the WMA Reporter Magazine. James was awarded the 2011 Busch, Carr, McAdoo Award (WMA’s award), for his contributions to the industry. He has chaired the WMA Small Parks Committee and has served on the Legislative and Renaissance Committees. James is a Licensed Real Estate Agent and Licensed Mobile Home Dealer.
Bill Hanks, Vice President and Principal of J & H Asset Property Mgt., Inc., has a diverse portfolio including mobile home parks, RV parks, apartments and office complexes and has over 30 years’ experience in the industry. Bill has served two terms as president of the Western Manufactured Housing Communities Association (WMA) Board of Directors and has served on the Board of Directors of California Manufactured Housing Institute (CMHI) and Manufactured Housing Education Trust (MHET). Bill has given many seminars throughout the state on Mobile Home Park topics. He has served on the San Bernardino City Rent Commission and has extensive experience as a court-appointed receiver. Bill was the recipient of the 2010 Jack E. Wells Memorial Award from the California Manufactured Housing Institute (CMHI) for outstanding service and dedication to the Manufactured Housing Industry and in 2006 was awarded the Wallace E. Carr Award for service in the industry. Bill is a Real Estate Broker and is a Certified Property Manager (CPM)
Jeanne Pacelli, Office Manager, has been with J & H Asset Property Mgt., Inc. since 1996. Jeanne holds a BA Degree in Sociology and Credential from California State University Fullerton. As the office manager, she oversees the administrative procedures to ensure that the J & H employees are well prepared to handle the needs of our clients. Jeanne specializes in all rent increases and rent control issues for the properties that J & H manages. She oversees the day-to-day operations to ensure the office is running smoothly and efficiently.
Thomas Pacelli, Vice President of Operations, has been with J & H Asset Property Mgt., Inc. since 2008. Thomas holds a Business Degree in Communications from California University Santa Barbara and a Degree in Human Resources Management from California University Irvine. Thomas has extensive experience in resident relations and specializes in Fair Housing and how it relates to the mobile home park industry. He has been a speaker at the Western Manufactured Housing Communities Association (WMA) seminars and annual conventions. He is a Property Manager, and California Real Estate Broker. Thomas serves on the Board of the Manufactured Housing Education Trust (MHET).
Julie Hickenbottom, Director of Property Management, has been with J & H Asset Property Mgt., Inc. since 1996. Julie provides support to all Property Managers in the office by counseling on specific park and personnel issues and establishing policy. She takes pride in turning distressed properties into profitable and respected assets of the community. Julie is a Licensed Real Estate Agent and has served on the Rent Control Board for the City of Colton.
Joseph Levy, Regional Property Manager, has been with J & H Asset Property Mgt., Inc. since 2004. Joe is a former business owner and has great strength in building strong relationships with our clients, associates and vendors. He is a Licensed Real Estate Agent.
Claudia Martinez, Regional Property Manager, has been with J & H Asset Property Mgt., Inc. since 2008. Claudia provides specific financial reports to establish and maintain the greatest possible cash flow from each property she manages. She meets the responsibility by insuring that her properties are filled and in great condition. Claudia is bilingual which is an asset for many properties and a Licensed Real Estate Agent.
Matt Camber, Regional Property Manager, has been with J & H Asset Property Mgt., Inc. since 2013. Matt brings over 20 years’ of experience in residential real estate sales and has been a member of the Orange County Association of Realtors since 2000. Matt specializes in resident relations and enjoys working with the public. He has a firm knowledge of construction and marketing. As Property Manager, he coordinates with on-site managers, vendors and maintenance personnel regarding daily operational issues to ensure the properties run smoothly and the residents are pleased. Matt is a Licensed Real Estate Broker.
Todd Cox has been with J & H Asset Property Mgt., Inc. since 2012 as the Field Supervisor for our Northern California Park locations. Todd does park site inspections, new home site development and works with management on projects and state inspections such as HCD and PUC. Todd is a certified neighborhood Watch Director, as well as a Certified Small Pipeline Technician.
Tiffany Joffe, Human Resources Manager, has been with J & H Asset Property Mgt., Inc. since 2004. Tiffany received her BA Degree in Psychology from California State University Long Beach, as well as a Human Resources Management Certificate from California University Irvine. She is responsible for Liability/Property and Workers’ Compensation Insurance for all properties, ensuring that all clients receive the best options to suit their properties. Tiffany stays current on all labor laws and how they apply to the properties we manage.
Bob Pacelli, Safety Director, has been with J & H Asset Property Mgt., Inc. since March of 2014. Bob is responsible for on-site park training involving OSHA Regulations and Health & Safety guidelines. Training is conducted bi-annually with on-site managers and maintenance staff. The purpose of this training is to ensure that all personnel abides to the most current rules and regulations set forth by Cal/OSHA. OSHA training includes the proper use, storage and disposal of chemicals. The Health & Safety training involves the proper use and understanding of equipment, ladder safety, heat injury, illness prevention and personal safety guidelines. It is the goal of J & H that zero accidents are achieved through the training process.
Stephanie Paull, Accounting Manager, has been with J & H Asset Property Mgt., Inc. since 2005. Stephanie is responsible for all aspects of accounting and oversees all bookkeepers, conducting weekly department meetings to review and update policies. In addition to her accounting responsibilities, Stephanie specializes in new account setup, ensuring a smooth transition for all our clients and properties. She has 17 years of accounting experience.
Tisha Anderson, Home Quest Manager, came on board in early 2015. She brings with her over 11 years’ of experience in mobile home park property management and accounting. Tisha is a Licensed Real Estate Agent and Licensed Mobilehome Salesperson. She is very passionate about continuing to learn about all aspects of this industry.
Shane Joffe, Marketing and Sales Manager for Home Quest, brings diverse experience and expertise to the Home Quest Sales Team. He began in the mobile home park industry as a weekend maintenance employee and has worked his way up to his current position. Shane Joffe works with Tisha Anderson and client community owners to improve their communities by replacing older homes with new manufactured homes. They work as a team in helping to find mobile home park owners solutions to improve the condition of their community.
